Kirk Langley is a small parish of 700 people lying to the west of Derby. It has existed for more than a thousand years, confirmed by its mention in the Domesday Book, with evidence of Saxon stone in the Grade 1 listed Church of St Michael's. There is a Roman Road, now concealed, running through the parish parallel to Long Lane. Within the parish are various settlements alongside the village itself - Langley Common, Meynell Langley and The Green with a number of other outlying farms and dwellings.

The village has several Grade 2 listed buildings along with the GB Barrington Playing Field, Kirk Langley C of E Primary School, a small Village Hall, the recently refurbished Blue Bell pub, Meynell Langley Garden Centre and Cafe and allotments.

It is within the South West Parishes Ward of Amber Valley Borough Council and Derbyshire Dales Parliamentary constituency.

Our meetings are inclusive, welcoming, scrupulously polite and not without a touch of humour when appropriate, all things that make our task easier and more productive. Beyond the formal requirements listed below we are looking for an experienced, knowledgeable and personable clerk who can fit easily into our team and guide us through the complexities of the local government maze. In doing so you will provide us with the freedom to concentrate on the most important task – tackling the day-to-day concerns and issues of the residents we represent.

You will be an experienced, competent and forward-looking Clerk who enjoys providing all the legal and financial support needed by a parish council. Ideally, you will be CILCA qualified, or willing to work towards this qualification within 6-12 moths of appointment.

You will be personable, outgoing and enjoy engaging with people in the community, with councillors and staff and have excellent written and oral communication skills. You will be computer literate to a good standard to deal with all office correspondence online and raising the parish council profile through their website and local social media pages.

Knowledge of the legal framework for the operation of parish councils is essential. You will be numerate and have experience of book-keeping and/or accounts; and be able to manage all the financial transactions of Kirk Langley Parish Council. Experience of voluntary work and a strong commitment to local community would be an advantage. The role is expected to be fulfilled from your home, for which an allowance is paid and equipment provided.

Main Duties Include:

  • Attendance at meetings – full council held once every 6 weeks, usually on a Tuesday evening at Kirk Langley Village Hall, and other meetings as is required.
  • Preparation of meeting agendas and the taking of accurate minutes of Parish Council meetings and GBB Barrington Trust Playing Fields meetings.
  • Keeping accurate financial records, banking, invoices, and payment of accounts
  • Setting the council's budget, liaising with auditors and preparing end of year accounts
  • Acting on decisions and resolutions taken at council meetings
  • Dealing with correspondence from Councillors, members of public and external organisations
  • Maintaining the council website (full training available)

Salary: LC1/2 SCP 13-23 £12.00-14.42 per hour with CILCA qualification, £11.76-£14.42 per hour without CILCA qualification (pay award pending). 6 months probationary period.

Working arrangements: approximately 32 hours per month including evening meetings though there is scope for this to be increased as per the requirements of the position.
